use blast furnaces that are more polluting than electric furnaces, which res

ults in huge energy consumption and pollution discharge burdens, according to Lyu.

To better protect the environment, it is not enough to relocate the production capacity f

rom one place to another within a province as some local governments have done, he added.

Lyu made the remarks at the 2019 China Iron and Steel Develo

pment Forum, which was jointly held by the China Metallurgical Industry Planning & Res

earch Institute and the Chinese Academy of Engineering in Beijing over the weekend.

Since 2016, China has made remarkable progress in reducing overcapacity in the sector, fulfilling th

e upper overcapacity reduction goals for the 13th Five-Year Plan (2016-20) two years in advance. The util

ization rate of crude steel capacity has risen from 70 percent in 2015 to more than 80 percent now, according to Lyu.

mmercial Aircraft Corporation of China, Ltd. (COMAC), for example. At the earliest, COMAC will get the airworth

iness certificate for C919 in 2021. Besides, just obtaining the certificate does not reduce even a bit of the difficulty in making and delivering the aircraft.

As the history of aircraft manufacturing shows, it is almost impossible for manufacturer

s to obtain airworthiness certificate and deliver aircraft to the purchasers on time. More often than not, aerospace companies ta

ke several years more than the promised time to deliver the aircraft. For instance, both Boeing 787 Drea

mliner and Airbus 380 were delivered years behind schedule. Which means delayed delivery is a norm in the aerospace industry.

In short, it would take decades for Chinese manufacturers to mass-produce airplanes irrespective of the rise and fall of other aircraft makers.

China has made great strides in industrialization during the 40 years of reform and opening

-up, but for that it learned from developed countries’ experiences and put its own experiences to good

use. The complete system of research, development, safety, production, supply chain and service that took Boein

g and Airbus decades to establish should be what Chinese aircraft manufacturers should strive for. With continuo

us efforts, C919 could earn its place in the civil aviation industry-perhaps 10, even 20, years later.

China has been a key trade partner with New Zealand, which could also provide important s

A price cut swept China’s many sectors on Monday, as value-added tax rate reduction officially kicked in.

To spice up the classes, the teacher finds ancient Chinese poems that

“My teachers in primary school didn’t use lots of multimedia. They were all too serious, so

the students rarely interacted or joked with them. But the Jiangsu teachers know how to use multimedia, and

always tell us things outside of our textbooks. The class is always great fun,” Tashi Lhamo said.

Companies upbeat on 2-year-old new area as goals in place for development

Xiongan New Area, which was first announced two years ago, has been attracting

increasing attention from foreign companies given its huge development potential.

Located about 100 kilometers southwest of Beijing, Xiongan is aiming to become a significant part

of the Beijing-Tianjin-Hebei cluster, and plans to take over Beijing’s noncapital functions and pr

ovide a Chinese solution to “big city malaise”, including overcrowding, pollution and traffic congestion.

On April 1, 2017, China announced plans to establish Xiongan New Area, which an official statemen

t called “a strategy that will have lasting importance for the millennium to come, and a significant national event”.

Massimo Bagnasco, vice-president of the European Union Chamber of Commerce in China, said tha

t there are many opportunities for foreign companies to benefit from Xiongan.

development and training company NIIT, visited Xiongan in September and was received by Chen.

Chen said Xiongan welcomes NIIT to take its advantages in technology and training to enhanc

e cooperation in the building of a digital city and the IT industry, according to a news release.

While attending the top legislature’s annual session in March, Chen told reporters that Xiong

an will soon begin large-scale substantial construction as overall design plans for the area have been completed.

More than 200 teams and 1,000 experts from China and abroad have participated in the drafting of the plans, Chen said.

Jiang Hao, a Shanghai-based partner at global consultancy Roland Ber

ger, said his company is “very interested” in participating in Xiongan’s development.

Xiang Zuofu, a professor of wildlife conservation at Central South University of Forestr

y and Technology in Hunan province and one of the leading authors of the study, said the phenomenon called allom

aternal nursing is not unusual among mammals including humans, but it’s the first evidence in an Old World monkey.

“Without the nanny, the golden snub-nosed monkeys might have become extinct,” Xia

ng said in an interview on Friday. “Golden monkeys are conceived every two years and they bear only one bab

y a time. If there is no allomaternal nursing, the survival rate of their infants would only be 20 to 30 percent.”

However, the rate may soar to over 50 percent under natural conditions when offspring also are nursed by other female monkeys, he said.

Golden snub-nosed monkeys live in high-elevation temperate forests in Hubei, Sichuan, Shaanxi an

d Gansu provinces. The cold, five-month-long winters, with nighttime temperatures easily dropping belo

w freezing, pose great challenges for them in raising infants, as do strong seasonal changes in the availability of food.

nursing from one or more females other than their mothers. And 22 out of 46 infants were nursed by two or more females.

Four of the six infants who did not suckle from another female died during winter, whi

le only six of the 40 infants who received allomaternal nursing died, the study said.

Xiang said it comes at a great cost for golden snub-nosed monkeys to nurse infants

that are not their own since breastfeeding is one of the most energy-consuming things a mammal can do.

The behavior likely arose in close kinship-based groups in whic

h shared care helped the infants survive in the harsh, unpredictable environments, he said.

Such collaborative behavior was necessary in the early evolutionary age of hum

ans, so the study also provides a new perspective on human evolution study, Xiang said.
